Can you ride this scooter when the motor is off, meaning manually?
Yes. This e-scooter may be used as a regular scooter by riding it freely when the motor isn't in use.

Is the app a requirement to make it work or is just optional?
The APP is optional. The purpose of the APP is so you can check the scooter before every use, active cruise control, set startup settings, and view other riding statistics.
